Tak Chun Group to open VIP gaming lounge inside The Londoner Macao

In Macau and prominent casino junket operator Tak Chun Group has reportedly announced that it is to premiere its latest VIP gaming club inside The Londoner Macao from Monday afternoon.
According to a report from GGRAsia, the firm is already responsible for similar high-roller lounges within some of the former Portuguese enclave’s most prestigious properties including the Wynn Palace Cotai, The Plaza Macao and MGM Cotai and will be debuting its newest at the same time as the first stage of The Londoner Macao opens to the public from February 8. The source detailed that this coming venture, which is to be eponymously branded, is subsequently hoping to take advantage of interest surrounding the city’s upcoming Chinese New Year celebrations so as to get off to a good start.

The Londoner Macao is reportedly a redevelopment of the 6,000-room Sands Cotai Central property run by the local Sands China Limited subsidiary of giant American casino operator Las Vegas Sands Corporation. This $2 billion transformation is purportedly due to see the Cotai Strip venue feature a façade recreating the architecture of the United Kingdom’s Palace of Westminster complex including its Elizabeth Tower complete with the iconic Big Ben clock.

Macau-headquartered Tak Shun Group had reportedly been responsible for a similar Sands Cotai Central VIP gaming club but was last year forced to temporarily suspend this operation owing to a coronavirus-induced drop in business. NYRA Excludes Computer Players from Pick Six Pool

By Bill Finley NYRA is no longer accepting wagers from customers using computer assisted wagering (CAW) programs on its Empire Six wager. The new policy took effect Feb. 4.
The Empire Six joins NYRA’s Late Pick 5 and the Cross Country Pick 5 as pools that are now closed to a group of bettors who use computer algorithms to place their wagers and are known for betting huge amounts, particularly when there is a large carryover in a pool or a mandatory payout day.
This was the second step in a process that began Jan. 1 when NYRA eliminated the jackpot portion of the Pick Six wager. No matter how many winning tickets are sold on the bet, which costs 20 cents, the entire pool is now paid out every racing day.

With its new policies, NYRA is attempting to deal with what is becoming a growing problem for the sport in general. It is hard for tracks to turn down the business from CAW players because of the substantial contributions they make to handle.  However, the computer players are generally so successful that their winning wagers cut substantially into payoffs, penalizing players who don’t enjoy the same advantages. Over time, catering to CAW players runs the risk of emptying the pockets of a track’s regular players.
The computer players have also been known to scoop up entire pools of wagers like jackpot Pick Sixes on the mandatory payout day. On Nov. 30, the Empire Six at Aqueduct paid $482,817. There was only one winning ticket on the bet and it was sold by the Elite Turf Club, which caters to large volume, computer players.
“What we have seen with the Empire Six is that the jackpot pool is built and supported largely by the everyday horseplayers,” NYRA spokesperson Pat McKenna said. “When it comes to mandatory payout days, there tends to be an unequal playing field.”
McKenna said that the move to keep the large players out of the Empire Six came after NYRA began analyzing its wagering menu and what impact the CAW players were having on ordinary customers.
He also acknowledged that NYRA can more easily turn away handle from the computer bettors than most tracks because it is a non-profit. He said it was “likely” that handle would decline because of the steps NYRA has taken.
“The fact that NYRA is organized as a not-for-profit with the clear goal of supporting thoroughbred racing in New York state puts us in an advantageous position in that this is not strictly about the bottom line,” McKenna said. “It is about supporting our everyday horseplayers who are consistently wagering day in and day out.”
On Thursday, $53,362 was bet on the Empire Six, a bit more than what was bet the prior Thursday when $51,598 was wagered.
NYRA still accepts wagers from CAW players in all pools excepting the Empire Six, the late Pick 5 and the Cross Country Pick 5. Like most tracks, it is not unusual to see a horse at Aqueduct go into the gate at one price and then have the odds on it drop precipitously during a race. In such cases, it is normally the result of CAW players making large, last-second bets on a horse.

Hard Rock Casino Rockford gains initial approval

The Illinois Gaming Board’s unanimous vote finding “preliminary suitability” allows a group headed by Naperville gambling entrepreneur Dan Fischer to begin laying the groundwork on the long-sought Rockford casino.

Illinois gambling regulators gave an initial green light to what could become the state’s 11th casino Thursday, handing down preliminary approval for a proposed Hard Rock resort in Rockford.

It’s still no sure bet the developers will get the coveted casino license, though, as the Illinois Gaming Board is still investigating one of the project’s key investors over his video gambling empire.

The board’s unanimous vote finding “preliminary suitability” allows the group headed by Naperville gambling entrepreneur Dan Fischer to begin laying the groundwork for the long-sought project.

But Gaming Board Administrator Marcus Fruchter emphasized “it is not the ultimate step, in that it is not final licensure, nor is it a guarantee of final licensure” for Fischer’s group.

Fischer also runs the chain of Dotty’s video gambling lounges through his Illinois Cafe & Service Co., which Gaming Board investigators have been probing over a deal to buy another chain of gambling lounges in 2018.

Court records stemming from a vicious ongoing legal battle between Fischer and fellow suburban video gambling kingpin Rick Heidner show regulators are considering disciplinary action against Fischer’s company. The Gaming Board wouldn’t comment on that investigation.

During a special meeting on the Rockford proposal Thursday, Gaming Board Chairman Charles Schmadeke said: “Frankly, I have some questions about some of the former and current relationships of some of the key individuals, but those are questions. They are not evidence.”

In a presentation last week, Fischer said the $310 million project under the Hard Rock brand would generate $282 million in annual economic output. Designs for the proposed site at Rockford’s shuttered Clock Tower Resort feature a 110-foot guitar beckoning gamblers from the front of the building.

“We are pleased and excited to have received preliminary suitability from the Illinois Gaming Board today and we look forward to meeting with the staff to address any questions in the days and weeks ahead,” a spokesman for Fischer said in an email Thursday.

Rockford native and legendary Cheap Trick guitarist Rick Nielsen, whose wife is an investor in the project, has been the face of the group’s bid. Fischer said it “creates a powerful combination that will forever ingrain the power of music, entertainment and excitement in this project.”

State Sen. Dale Syverson, a Rockford Republican, said in a statement that “[a]fter 20 years of working to make this casino a reality for our state, I am ecstatic for the Board’s decision.” He also gave Fischer “and the phenomenal team at Hard Rock a big round of applause for putting together a comprehensive application.”

The Rockford casino license is one of six new ones authorized by state legislators and Gov. J.B. Pritzker as part of a massive gambling expansion law passed in the summer of 2019.

The expansion also authorized the state’s three horse racing tracks to apply to build casinos, too. Hawthorne Race Course received preliminary approval to start building its casino in southwest suburban Stickney last summer.

By law, the Gaming Board was supposed to issue casino licenses by last October, but the understaffed agency cited the COVID-19 pandemic in saying it would take at least until April to sift through the glut of applications.

Though casino revenues for the state’s 10 existing casinos have fallen steadily over the past decade, Pritzker is banking on tax revenue from the gambling expansion to help fund an ambitious $45 billion capital infrastructure plan.

Dodgers’ signing of Trevor Bauer sends clear message to Padres, rest of MLB

Of course, spot starters will be needed, and both Kershaw and Price are in their mid-30s, so depth is not only a luxury, it will probably be a necessity at some point. The goal for both the Padres and Dodgers in 2021 is to win a World Series championship, of course, not just claim NL West superiority. L.A. will look to win back-to-back World Series titles for the first time in franchise history, while the Friars are looking for their first World Series crown, period.As we’ve seen time and time again, pitching is incredibly important in October. The Dodgers have to like how they’re set up, assuming everyone is healthy. Premium mass key to Wynn Macau’s growth as company shifts gears

The last quarter of 2020 brought some good news for Wynn Resorts, despite having to continue to deal with COVID-19. The company’s Wynn Macau operations saw an improvement in adjusted property EBITDA (earnings before interest, taxes, depreciation and amortization) that saw it land back on the right side of zero. The figure was in the red in the third quarter, coming in at -$112.1 million, but Wynn turned things around and posted a positive adjusted property EBITDA of $39.4 million for the final quarter of the year. This was due, in part, to a greater focus on the premium mass gambling segment, a move that is likely to continue for the foreseeable future. The latest figures were made available through a company filing this week, in which Wynn Resorts CEO Matt Maddox pointed out that improved travel and reduced COVID-19 restrictions helped with the recovery process. In addition, the premium mass segment gave the rebound “particular strength,” while VIP and mass-market gaming improved, as well. The quarter’s mass-market table drop was $1.29 billion, six times higher than the previous quarter, and VIP turnover from table games improved almost at the same rate, coming in at $4.58 billion. Still, both figures were nowhere near the number Wynn Macau had seen a year earlier, before the coronavirus upended Macau.The improvement in premium mass action was possible due to a shift in operations across the last six months of 2020. Wynn realized what was going to drive its growth and began implementing changes that would allow it to focus better on the premium mass segment. Maddox explained in the company filing, “It’s crystal clear that the growth drivers for Macau are really the sweet spot for our company, and that’s the premium segment, premium mass in particular.” He added, “The premium segment did better than the core mass segment – it was not down 50 percent as the overall mass was. We do not need 50,000 people a day walking through our facilities to get back to our EBITDA target. We require significantly less people because we cater to the higher-end customer … We are targeting that segment. We think we are going to get more market share in the premium-mass segment than we have in the past.”Wynn had predicted last year that VIP gambling was likely to take a hit as it began to shift gears. However, the changes don’t reflect a complete move away from the segment. The company knows that it still needs to give its high rollers a lot of attention and has indicated that it already has a number of whales ready to descend on its Macau properties during the Chinese New Year (CNY) holiday period next week.It wasn’t clear how full Wynn’s properties will be for CNY, but there are still plenty of rooms available across the city. GGRAsia investigated the occupancy rates for area hotels and found that, of the 22 five-star hotels available, 21 had plenty of vacancy. The media outlet relied on booking availability that could be gleaned from company websites reception desks, and found that only Banyan Tree Macau in Cotai was completely full for the holiday.

UK Betting and Gaming Council Warns about Dangers of Complacency as numbers of British Punters using Black Market Sites more that doubles

It comes as the Betting and Gaming Council warns of “the dangers of complacency” about the threat from unlicensed and illegal gambling operators.

The report commissioned by the Betting and Gaming Council from PwC published in full today – ‘Review of unlicensed online gambling in the UK’ – is a brand new 66-page document based on data collected during November and December 2020.

It highlights a series of worrying trends, including a doubling of the money staked with unlicensed operators – a jump from £1.4bn to £2.8bn – compared to a similar study in 2019.

The new data also shows the number of customers using an unlicensed betting website has grown from 210,000 two years ago to 460,000.

The report also highlights worrying global trends that show the size of the black market in other countries.

The findings came as the Government conducts a Gambling Review, which has formally and specifically asked for information about the black market as part of its ‘Call for Evidence’, following widespread concerns raised by a number of parliamentarians (see notes to editors).

Fears have also been expressed, including from senior horseracing figures, that the ongoing Gambling Commission consultation on affordability risks forcing ordinary punters towards the black market if checks on their income are too intrusive and onerous.

The BGC, the industry’s standards body, continues to support further changes to the regulated industry, but is urging ministers to make sure any brought forward as a result of the Gambling Review are carefully thought out.

Michael Dugher, the BGC’s chief executive, said: “This new report by PwC is an impressive and comprehensive piece of work which demonstrates how the unsafe, unregulated black market is a growing threat to British punters.

“These illicit sites have none of the regulated sector’s consumer protections in place, such as strict ID and age verification checks, safer gambling messages and the ability to set deposit limits.”

Mr Dugher said that as head of the standards body representing the regulated betting and gaming industry he welcomes wholeheartedly the Government’s Gambling Review.

And he added: “It is important to stress that the big increase in the black market is not an argument against more changes to the regulated industry, but an argument that we need to get them right.”

On the number of British punters using black market sites, the report by PwC report says: “Based on our survey, the proportion of UK online gamblers using an unlicensed operator has increased from 2.2 per cent to 4.5 per cent in the last 1-2 years. This equates to an increase from c210,000 players in 2018-19 to c460,000 in 2020.”

It goes on: “A sizable and growing share of stakes is placed with unlicensed sites, growing over the last 1-2 years broadly in line with usage (ie doubling). Those that gamble with unlicensed operators still almost always gamble with licensed operators as well.

“Our survey found that share of online stakes with unlicensed operators had grown from 1.2 per cent in 2018/19 to 2.3 per cent. This corresponds to a doubling of stakes with unlicensed online operators from £1.4bn to £2.8bn.”

The new report also suggests that the size of the online black market is larger in countries where the regulated betting and gaming sector is less competitive.

It points to countries including France, Norway, Italy and Spain – which have tougher restrictions on licensed operators – as examples of nations where the black market share is bigger than in the UK.

The report says: “This analysis suggests that the UK has a more ‘open’ online gambling market and currently has a smaller unlicensed market share than our European benchmarks.

“Whilst it is not possible to isolate the impact of individual regulatory characteristics, the above assessment suggests that jurisdictions with a higher unlicensed market share tend to exhibit one or more restrictive regulatory or licensing characteristics.”

Mr Dugher added: “I know this evidence is inconvenient to those who seek to dismiss and play down the threat of the black market, but there is a real danger of complacency.

“The UK risks sleep walking into changes where the main beneficiary is the unlicensed black market. We all have an interest in getting future changes right, so must take heed of this latest evidence and look at what is happening elsewhere around the world.”

Scam Reminder: Stay Vigilant, Protect Yourself!

We saw a warning on social media this week about scams, and decided it’s time for another reminder from us, too. (Shout out to the Hamilton County Sheriff’s Office for its Facebook post!)
The sheriff’s office started its post this way: “Scams, scams, scams. Every day, we hear of new scams.”
And unfortunately, it’s the same thing here at the Iowa Lottery. As annoying as it is to even write this, scam operations are a common part of our world today. And some of them drag lotteries’ names and products into the mix.
We’ve seen scam attempts that claim to be from the Iowa Lottery and some of us who work here or allegedly are from the organizers of our biggest games, like Powerball® and Mega Millions®.
We’ve warned about lottery-related scams for years, noting that they come in any different forms: letters, telephone calls, emails, text messages, and social media messages. We’ve heard lately from Iowans who say they’re getting phone calls from someone with a definite Caribbean accent. The scammer wants those contacted to pay a “processing fee” up front to receive their promised winnings.
It’s a scam. And anyone who sends money to the scammers will never see those funds again, nor will they ever receive the promised winnings.
We know it can be tempting to go along with it. Who doesn’t want to dream that they’ve won a big prize? But please keep these details in mind if you’re ever contacted about winning the lottery: 
• If someone says that you’ve won a big prize, stop and ask yourself this question: Did I buy a ticket or enter that contest? If you didn’t, it’s likely a scam.• Never pay processing fees, insurance or commissions to claim a lottery prize. Legitimate lotteries do not require winners to pay anything up front to receive a prize.• Never believe a letter, phone call or Internet message from someone who claims they can guarantee you a prize. Legitimate lotteries do not guarantee that you will win and do not require you to join a prize pool to play.• And remember that in here in our state, the Iowa Lottery is the only lottery authorized under state law. 
The Iowa Attorney General’s Office advises you to report suspected scam calls to the FCC Consumer Complaint Center. The AG also says to consider using call-blocking apps and other services to reduce the number of robocalls you receive.
The best thing any of us can do is to be vigilant and continue to protect ourselves.

Two and a half months later, Seattle waived the right-hander, and he was claimed by the Phillies. Then, when Philadelphia re-signed catcher J.T. Realmuto and needed to free up a 40-man roster spot, Hamilton was designated for assignment, and now once again has been claimed, this time by the defending AL Central champions.Hamilton isn’t just a promising pitcher who dominated hitters with a 1.74 ERA and 62 strikeouts in 51.2 innings between Double-A and Triple-A in 2018, he’s someone that you can’t help but root for. The Rachael Blackmore-ridden unbeaten superstar will face three from the Willie Mullins stable. Triple Matheson Hurdle winner Sharjah heads Mullins’ team. The champion handler is also represented by Saint Roi and Saldier. Gordon Elliott saddles both Abacadabras and Petit Mouchoir. The latter horse won the 2017 Irish Champion Hurdle when trained by Henry de Bromhead.
Ladbroke’s Dublin Chase
Six horses line up in the Grade 1 Ladbrokes Dublin Chase. Mullins will again have three in this race. Last year’s first and second, Chacun Pour Soi and Min, and Tornado Flyer will represent the Closutton handler.
The 2020 Arkle Novice Chase victor, Notebook, represents Henry de Bromhead in this contest. Jessica Harrington runs Sizing Pottsie and Joseph O’Brien saddles Fakir D’oudairies.
Nathaniel Lacy & Partners Solicitors ‘€50,000 Cheltenham Bonus For Stable Staff’ Novice Hurdle
The first of Saturday’s Grade 1 races is the Nathaniel Lacy & Partners Solicitors ‘€50,000 Cheltenham Bonus For Stable Staff’ Novice Hurdle. Course winners Gaillard Du Mesnil and Stattler head Mullins’ strong team. Emmet Mullins runs another leading fancy in Cape Gentleman. Gavin Cromwell has Vanillier in the field. Mouse Morris will be represented by Gentlemansgame. Jessica Harrington’s Ashdale Bob and the Gordon Elliott-trained Fakiera are other notable runners in a field of 13.
Patrick Ward & Company Solicitors Arkle Novice Chase
Willie Mullins launches a strong challenge for the Patrick Ward & Company Solicitors Arkle Novice Chase. The champion trainer runs Energumene, Franco De Port, Unexcepted and Blackbow. Gavin Cromwell saddles Darver Star, while Henry de Bromhead runs Captain Guinness. Gordon Elliott’s Felix Desjy is another strong entry in the race.
The Matheson Handicap Chase
The Matheson Handicap Chase has a full field of 20. Epson Du Houx will be seeking a hat-trick. Emmet Mullins’ The Shunter, Aramax, trained by Gordon Elliott and Willie Mullins’ pair, Pont Aven and Andalusa are likely to be some of the main players in the race.
Ladbroke’s Hurdle
Twenty two runners will line up for the Ladbrokes Hurdle. The Eddie Cawley-trained Golden Jewel was runner-up in the contest a year ago. Topping the weights is the Willie Mullins-trained Buildmeupbuttercup. Paul O’Flynn saddles West Cork Wildway. Eclair De Beaufeu is a likely strong challenger for the race, having won the Matheson Handicap Chase in 2020.  Noel Meade’s Hes A Hardy Bloke, the Gavin Cromwell-trained Gabynako, and the Charles Byrnes-trained Advanced Virgo could also be in the reckoning.
Goffs Future Stars INH Flat Race
The Goffs Future Stars INH Flat Race, won by Envoi Allen in 2019 and Appreciate It last year, will have ten runners. Gordon Elliott relies on Chemical Energy, Willie Mullins runs three. The Closutton team is Kilcruit, Whatdeawant and Ramillies. Gavin Cromwell’s Letsbeclearaboutit and the Emmet Mullins-trained Noble Yeats are also included.
The first of a seven-race card is underway at 1.05pm. There will be TV coverage on RTÉ, ITV and Racing TV.
